1. Background

This call is published in the framework of the EU-funded project “SoDi” and aims to select an external expert to carry out national-level research and training activities in Serbia that contribute to enhancing social dialogue in the metal sector.

The project supports the implementation of the European Industrial Deal by addressing sectoral and national challenges, promoting inclusive dialogue among social partners, and fostering fair and sustainable transition processes.

2. Scope of Work

The selected expert will be subcontracted to perform the following activities:

WP2 – National Research in Serbia

  • Attend the Online Researchers’ Working Group Meeting (July 2025)
  • Conduct national-level research (August–September 2025), including:
  • Administering an online survey with a minimum of 100 respondents
  • Organizing one online focus group (1 day)
  • Conducting at least 10 in-depth interviews with workers (transcriptions required)
  • Desk research

Deliverable: National Research Report (in Serbian, max 20 pages / ~30,000 characters without spaces)
Deadline: 30 September 2025

WP3 – National-Level Training & Consultation Sessions

A) Face-to-Face National Training Session (2 days, between Nov 2025 – Jan 2026)

  • Prepare the agenda
  • Facilitate training activities for 7 participants + 1 national expert
  • Topics include effective social dialogue, fair working conditions, OSH, and just transition
  • Location: Serbia

Deliverable: Short event summary (minute) and completed participant list

B) Online National Consultation (1 day, between Dec 2025 – Mar 2026)

  • Facilitate a one-day online national consultation session
  • Prepare and present materials
  • Engage at least 7 participants in structured dialogue

Deliverable: National Consultation Report (5 pages, ~7,500 characters without spaces)

3. Expert Profile

Candidates must meet the following requirements:

  • Proven experience in industrial relations, labour research or social dialogue at national level
  • Expertise in qualitative and quantitative research methods
  • Strong facilitation and drafting skills
  • Fluency in Serbian and English (spoken and written)
  • Previous involvement in EU-funded projects is considered an asset

4. Contract Conditions

Type of Contract: Contract for specific work
Contract Period: July 2025 – March 2026
Payment Terms: Based on deliverables and upon receipt of invoice

Selection Criteria: The contract will be awarded following the principle of best value for money, taking into account the quality of the proposal, relevant experience, and financial offer.
