1. Background
Within the framework of the EU co-funded project “SoDi – Supporting the Implementation of the European Industrial Deal with Strengthened Social Dialogue in European Metal Sector”, this call aims to subcontract an external expert to support research and high-level policy development activities.
The project aims to address critical gaps in social dialogue within the metal sector, particularly in light of the need to implement the European Industrial Deal. This initiative is crucial as the European Union transitions towards a greener and more digital economy, posing significant challenges and opportunities for the metal industry.
2. Scope of Work
The selected expert will be subcontracted to perform the following activities under different Work Packages (WPs):
WP2 – National Research in Poland
- Attend the Online Researchers’ Working Group Meeting (June 2025)
- Conduct national-level research (June–September 2025), including:
- An online survey with a minimum of 100 respondents
- One online focus group (1 day)
- At least 10 in-depth interviews with workers and employers (transcriptions required)
- Desk research
- Deliverable: National Research Report (in Polish, max 20 pages / ~30,000 characters without spaces)
- Deadline to carry out the activity: 30 September 2025
WP3 – International Peer-to-Peer Learning & EU Policy Proposal
- Design and conduct Online International Peer-to-Peer Learning Sessions (2 days, April 2026), including:
- Preparing the agenda and PowerPoint presentations
- Drafting session minutes
- Moderate the European-Level Consultations in Bulgaria (2 days, May 2026), including:
- Observing internal meetings with worker and employer representatives
- Moderating the joint consultation session
- Drafting the Consultation Report
- Draft the EU-level Policy Proposal (June 2026, max 30 pages / ~45,000 characters without spaces)
WP4 – Action Plan and Final Conference
- Draft the Action Plan for Employment Quality in the Metal Sector during the implementation of the European Green Deal
- Format: 30 pages (~45,000 characters without spaces), in English or Polish
- Deadline: November 2026
- Participate in the Final International Online Conference (January 2027), including:
- Suggesting the agenda
- Presenting the EU-level Policy Proposal and the Action Plan
3. Expert Profile
Candidates must meet the following requirements:
- Proven experience in employment policy, industrial relations, and social dialogue at national and/or EU level
- Demonstrated expertise in both qualitative and quantitative research methodologies
- Strong communication, facilitation, and moderation skills
- Excellent drafting skills in English or Polish (both preferred)
- Familiarity with EU Green Deal objectives and social dialogue frameworks
- Previous involvement in EU-funded projects is considered a strong asset
4. Contract Conditions
- Type of Contract: Subcontracting
- Contract Period: July 2025 – January 2027
- Payment Terms: Based on deliverables and upon receipt of invoice
Selection Criteria: The contract will be awarded following the principle of best value for money, taking into account the quality of the proposal, relevant experience, and financial offer.
